1. Purpose and Scope
Mandatory biosecurity and safety protocols for the transportation of puppies that have not completed their full vaccination series (Parvovirus, Distemper, and Rabies). These guidelines align with USDA APHIS and IATA LAR standards.
2. Minimum Age Requirements
OOTO Enterprise LLC will not accept any puppy for transport that is:
- Under eight (8) weeks of age.
- Not fully weaned from its mother.
3. Ground-Free Transit Protocol
Zero Ground Contact: Unvaccinated puppies are strictly prohibited from touching the ground or any public surface. All movements must be handled within a secured crate.
Excretion Management: High-absorbency disposable bedding (puppy pads) shall be used within crates to manage waste without ground relief.
4. Crate Requirements
Shipper-provided crates must be brand new or accompanied by a signed Sterilization Certification. OOTO can provide new IATA-compliant crates at the client's expense.
Commitment to Safety and Compliance
To ensure the safety of your pets and our compliance with federal Department of Transportation (DOT) and USDA APHIS regulations, OOTO Enterprises enforces strict policies regarding personal items and dietary accommodations during transport.
A: For the safety of your pet and to comply with federal transport laws, we strictly cannot accept household goods, personal luggage, or groceries. When a pet transport vehicle—even a rental vehicle weighing under 7,000 lbs—carries personal items, the Department of Transportation (DOT) and the FMCSA classify the trip under "Household Goods" regulations. This requires a completely different set of commercial licenses, shipping lists, and Bills of Lading. If a roadside inspection finds undocumented personal items, the vehicle can be delayed or taken out of service, which strands the pets. To guarantee a smooth, delay-free trip, we only transport your pet and their essential, clearly labeled travel supplies.
A: Absolutely not. For the safety and security of all passengers, we maintain a zero-tolerance policy regarding unsealed personal items and perishable groceries.
- Security & Liability: We cannot transport unsealed containers (liquids or solids) because the contents cannot be verified. As a regulated transporter, accepting unverified open containers poses a significant security risk and liability that we cannot accept.
- Sanitation & Spoilage: Unsealed perishables are highly likely to spill or spoil during a multi-day trip. The resulting odors can cause nausea and distress for the pets on board, and spills can attract pests or create unsanitary conditions that violate USDA APHIS welfare standards.
- Federal Regulations: Transporting your personal groceries classifies the trip as a "Household Goods" move under FMCSA laws. We are a pet transporter, not a moving company. To remain compliant with federal law and avoid vehicle impoundment, we strictly transport only pets and their factory-sealed, non-perishable immediate supplies.
A: We highly discourage transporting raw pet food due to the severe health and logistical risks involved. Transporting raw meat across state lines falls into a regulatory gray area with the USDA and various state agricultural laws. More importantly, raw food is highly susceptible to temperature fluctuations. If it spoils, it risks causing serious foodborne illness for your pet, the driver, and any other animals in the vehicle. Additionally, the massive coolers required take up critical airflow and safety space in the transport area. Because of these risks, we strongly recommend transitioning your pet to a high-quality kibble or canned food for the duration of the transport.
A: We can accommodate raw food, but it requires booking a VIP Transport Package. To safely transport raw food, the client must provide enough dry ice to last the entire trip. Furthermore, for the safety of the food, the driver cannot sleep in standard accommodations. The VIP package mandates overnight stops at premium pet-friendly suites equipped with full-size refrigerators and freezers to properly store the raw diet each night. This specialized accommodation adds a minimum of $150 per night to your total transport invoice.
Zero Tolerance "Going Dark"
OOTO maintains a zero-tolerance policy for failure to share location data. Drivers must share real-time location via Google Maps with the client and dispatch throughout the entire trip. Status updates (photos, progress) must be provided to the group text at least 2–3 times daily.
Pet Safety & Rest Intervals
For ground transports, drivers are required to walk dogs every 2–4 hours (or per client agreement). Cats must remain safely secured in their crates unless explicit permission for roaming is granted by the client.
Resting & Hotel Policy
To ensure peak driver alertness and pet comfort, drivers must stay in verified pet-friendly hotels nightly. Sleeping in the transport vehicle or driving nonstop is strictly prohibited.

- Weather Contingency: Animal well-being is our absolute priority. OOTO reserves the right to delay or reroute shipments if ambient temperatures exceed safe thresholds (85°F / 45°F rules).
- Health Paperwork: Clients are responsible for ensuring all health certifications and vaccination records are current at the time of pickup. OOTO is not liable for costs associated with expired or invalid documentation.
- Behavioral Refusal: To ensure the safety of our staff and other animals, OOTO reserves the right to refuse transport for pets exhibiting extreme aggression or acute medical distress.
- Transit Timing: While we strive for precision, quoted transit times are estimates only. Factors such as traffic, weather, and animal hydration/rest breaks may influence final delivery.
